Experts are of the view that the seven delegations sent to about 34 countries post Operation Sindoor to reiterate India's position on terrorism and Jammu and Kashmir has been a futile exercise.
Former Ambassador of India T.P. Sreenivasan in an article in The Hindu says that the first point the delegations were asked to assert was that Jammu and Kashmir is the integral part of India but the UN maps on the state has an inscription on them which says that "Dotted line represents approximately the Line of Control in Jammu and Kasmir agreed upon by India and Pakistan. The final status of Jammu and Kashmir has not yet been agreed upon by the parties '' So, most country would not make commitment on the borders, he says. Position on terrorism is not very clear. It is till undefined because of the dictum that one man’s terrorist is another man's freedom fighter. The support India gave to fighters in Africa and Sri Lanka is also pointed out as an example of difficulty in defining terrorism, he says.

India has an established position that any bilateral discussion would only be on terrorism and the status of Pak-occupied Kashmir. Therefore, diplomacy at the bilateral level or multilateral level is unlikely to be effective, he further says. Journalist and former Rajya Sabha Member Swapan Dasgupta says that a possible reason for sending the multi-party delegations to various countries was the recognition that India's bitter experience with terrorism has not been sufficiently grasped. He further says that complex project of building an international profile is not accomplished merely by talking sweetly with governments and foreign ministries.
